Admission Process

M.S./ M.D. - 01 : Admission Bhavnagar University

Rules governing the admission to Post-graduate Degree and Diploma Medical Courses other than M.Ch. & D.M. at Bhavnagar Medical College.

Only those who fulfil the following conditions shall be eligible for admission to P.G. Medical Courses :

  • 1.
    1. For candidates belonging to reserved category under Rule 5 :
      Those who have passed First M.B.B.S. Exanination at 1st, 2nd, 3rd, or 4th trial: Second M.B.B.S. Examination at 1st, 2nd, 3rd, or 4th trial: Third M.B.B.S. Examination at 1st, 2nd, 3rd, or 4th trial

    2. For rest of the candidates :
      Those who have passed First M.B.B.S. Exanination at 1st, 2nd, 3rd, or 4th trial: Second M.B.B.S. Examination at 1st, 2nd, 3rd, or 4th trial: Third M.B.B.S. Examination at 1st, 2nd, 3rd, or 4th trial:
    3. First trialis deemed to take place when candidate is due to appear for the examination, irresepective of his/her actual appearance, provided that non appearance is not result of reasons beyond his control, Similarly 2nd, 3rd, 4th, etc. trials relating to subsequent examinations.

    4. The candidate should have "INDIAN" Nationality.

    5. No student will be admitted to the Post-Graduate course., unless he/she has been granted Residancy in the said subject for which Post-Graduate admission is sought.

    6. Only those candidates who have completed their internship within past 3 years before. 1st January of the year of admission shall be eligible to apply.

    7. Candidate who are already registered for P.G. (Degree or Diploma) in any subjects anywhere i.e., in this University or other, shall not be eligible to apply.

      • Clinical subjects mean and include :
      • General Surgery, ENT, Surgery, Orthopedics, Ophthalmology, General Medicine, Pathology Obst. & Gynaecology, Pediatrics, Anesthesiology, Radio-diagnosis, Radiotherapy, Dermatology, Psychiatry, Tuberculosis and Respiratory Diseases.
      • Non-Clinical Subjects mean and include :
      • Anatomy, Physiology, Pharmacology, Preventive and Social Medicine, Microbiology, Forensic Medicine, Biochemistery.
  • 1.1 The Candidates must have completed internship within the previous 3 calendar years.

    1.2
  • Every candidate selected for admissions to a Post-Graduate course shall process recognised M.B.B.S. Degree or equivalent qualifications and should have obtained permanent registration with Medical Council of india or Gujarat Medical Council with in one month from the date his/her Admission failing which the admission of the candidate shall be cancelled.

  • 1. A. Admission Committee :
  • Admission and Placement of those candidates under particular Post-graduate Teacher shall be decided by the "Admission Committee " of this University & as per 4.5 rules. This admission process will becarried out by the said committee.

    1. Head(s) of the college(s) conducting admission procedure fo the concerned year. In case of more than one colleges affiliated with the university, the senior most head of college shall be the Chairperson and others shall be member(s) of the committee.
    2. Maximum up to five members of the teaching staff nomited by the Head(s) of the concerned college(s) conducting the admission procedure.
    3. Dean of the Medical Faculty, Bhavnagar University, Bhavnagar.
    4. One member nominated by the Vice-Chancellor.
    5. One member form Executive Council nominated by the Vice-Chancellor.
    6. Once invited member from other institute / University nominated by Chairperson.
    7. The Medical superintendent(s) of the attached hospital(s).

  • All Seats (axcept the seats to be filled up by the office of DGHS GOI.) in Post-graduate courses will be filled up by the "Admission Committee" of the University.
  • 3
  • For this purpose selection will be done in each calendar year, as pet the guidelines of the supreme court.
  • The Academic Year will start from 1st May. Pre residency training period, non stipendiary may start, if the admission process will over earlier.
  • 3.1
  • The Vice-Chancellor can make adjustment of seats as also adjustment of dates of admission, if the circumstances so demand.
  • 4
  • Selection : Selection of candidates eligible under Rule 1 for seats under Rule 3.0 will be done category wise on the basis of merit as laid down years.
  • 4.1
  • Preferences shall be given to candidates who have graduated from this University and have completed their internship in past 3 calendar years.
  • i.e., For interview in 2005 prefernces shall be given to the candidates of this University who have completed internship between 1-1-03 to 31-12-04.
  • Thus with implementation of rules for once a year interview (as per directive of Hon. Supreme court & MCI ) every student shall have two opportunities to complete.

  • EXPLANATION
  • As final M.B.B.S., Exam is conducted twice a year, the batch can be designated as Batch A & Batch B,B1 & C can be included and likewise. In any circumstances if any supplementary examinations is conducted, then candidate passing in that exam shall be treated along with the candidates passing in one of the two regular exams provided he/she has completed internship in the aforesaid period.
  • 4.2
  • After 4.1 the next preferences shall be given to the candidates who have passed from this University and have completed internship within 3 years previous to the last date of Forms, and are not eligible to apply under rule 4.1
  • 4.3
  • Candidates graduating from any other University located in Gujarat State, not enrolled anywhere in the merit list as per 4.1 & 4.2 .
  • 4.4
  • Any vacancy after operation of Rule 4.3 shall remain unfilled. However, this provision may be relaxed in the subjects of Anatomy, Physiology, Biochemistry, Forensic Medicine, Preventive & Social Medicine, Pharmacology and Microbiology only at the discreation of the University, only for the candidates graduating from out state Universities , provided they fulfill other requirements for admission in this university.
  • 4.5
  • The candidate will be given a choice of subject and Post-graduate Teacher according to hisMerit level, He will have to choose registration with residency out of the available choices in different.
  • No students shall be given P.G. Admission without residency(or higher post).
  • 4.6
  • Seats can only utilized in the same academic year by 31st May.
  • 5
  • Seven percent of seats available for P.G. Degree and Diploma under Rule 3 will be reserved for candidates belonging to Schedule Caste, 15% of seats will be similarly reserved for ST candidates and 27% of seats will be similarly reserved for candidates belonging under SEBC category will have to submit a certificate that they are not included in the creamy layer from the competent authority as prescribed by the Govt. of Gujarat from time to time along with the applications. 3 % of the seats will be reserved for Physically handicapped candidates in each categry.
  • 5.1
  • These seats are reserved for the candidates belonging to SC/ST and SEBC recognized as such in the State of Gujarat and not those or whose parents have migrated from other State to Gujarat State.
  • 5.2
  • For allocation of seats to this reserved category a 100 point Roster freshly prepared in June 2003 will be applied. (Govt. of Gujarat Resolution is enclosed with point roster.) for the seats available after DGHS quota.
  • 5.3
  • Only Resident seats will be considered for calculating reserved seats.
  • 5.4
    1. In case the seats reserved under Rule 5.0 remain vacant due to non-availability of the candidates of the specified category up to Rule 4.1 selection, they shall be treated as unreserved seats and will be filled up by the candidates on the basis of those who are eligible as per Rule 4.1
    2. Of these, unfilled seats will be subsequently re-reserved operation of Rule 4.1 and if some seats remain vacant due to non availability of candidates from merit List of reserved candidates , these will be again reserved for candidate under rule 4.3. If still unfilled then it will be unreserved for candidate of category 4.3
  • 5.5
  • Candidates seeking admission under Rule 5.0 will have to produce the caste certificate from t the competent authority as prescribed by the Government of Gujarat from time to time, and submit it along with the application. The candidates will not be allowed to change the caste category thereafter.
  • 5.6
  • In case of doubt of discrepancy about the caste certificate, decision of the Director, Social Welfare, Gujarat State, shall be final.
  • 6
  • Application : The College conducting the admission procedure will issue notices once a year inviting application for admission under these rules, Candidates are required to submit the prescribed forms duly completed and within the prescribed time-limit.
  • 6.1
  • The application form should be complete in all respects before submission, no alteration or addition will be permitted later.
  • 6.2
  • Every candidate will be issued a receipt when he submits his application form. This must be preserved for all future references and produce when asked for.
  • 6.3
  • If any candidates wishes to claim admission for more than once caste category he should submit separate application form for each category.
  • 6.4
  • Interviews dates will be notified in the notice inviting applications, no separate notice or individual letters will be sent. The applicant or his duly authorized representative should remain present on the day and time fixed, also if called again, if absent, for whatever reason, his name will be removed from the list and he will not be considered for any Post; however, he will be eligible to apply in future.
  • 6.5
  • If any of the statements made in the application form or any information / document supplied by the candidate in connection with his application for admission is later on found to be false of incorrect or misguiding or if it is found that the candidate has cancelled without any notice threreof, fees in forfeited and he may be expelled and prosecuted.
  • 7
  • Determination of Merit Order : Separate merit lists for each Status / Category shall be prepared.
  • 7.1
  • The college conducting the admission procedure shall prepare " Merit Lists " is respect of rules 3, 4 & 5 on the following basis :
  • Selection of eligible candidate for appointment to the first year residency shall be made on the basis of individual cumulative at the first, second and third M.B.B.S. examination as under :
  • 25 % marks in first M.B.B.S.
  • 25 % marks in second M.B.B.S.
  • 50 % marks in third M.B.B.S.
  • The proper mathematical formula should be done on percentage basis in this regards should be done as under :
    1. First M.B.B.S. Percentage of marks divided by 4 = 25 % weightage
    2. Second M.B.B.S. Percentage of marks divided by 4 = 25 % weightage
    3. Third M.B.B.S. Percentage of marks divided by 2 = 50 % weightage
      This calculation should be 25%, 25%, & 50% of the respective percentage obtained by the candidate in the first, second & third M.B.B.S. examinations respectively.
    4. The percentage In above calculation should be modified by deduction of 1.5 for each unsuccessful trial in the concerned examination. " University trial " includes the number of terms he has lost after he has become due, irrespective of his appearance, provided that the non - appearance is not as result of reasons beyond his control.
  • For deduction of marks number of attempts as 2 nd M.B.B.S. shall be counted, but the delay Appearing for 3 rd M.B.B.S. part I on account of failures in 2 nd M.B.B.S. will not be Counted as trial in 3 rd M.B.B.S. part I and like wise delay in appearing for 3 rd M.B.B.S. Part II on account of failures Part I shall not be counted as trial for 3 rd M.B.B.S. Part II.
  • 7.2
    1. Total of (i),(ii)and (iii) as modified by (iv) shall be considered for the merit list.
    2. If two candidates have some total, third M.B.B.S. marks will be considered fro merits.

  • 7.3
  • Notification : Merit Lists will be notified as under :
  • Merit list - 1.1 = Candidates under Rule 4.1 belonging to Open Merit (Unreserved) seats.
  • Merit list - 1.2 = Candidates under Rule 4.1 belonging to SC
  • Merit list - 1.3 = Candidates under Rule 4.1 belonging to ST
  • Merit list - 1.4 = Candidates under Rule 4.1 belonging to SEBC
  • Merit list - 1.5 = Candidates under Rule 4.1 belonging to Physically handicapped.
  • Merit list - 2.1 = Candidates under Rule 4.1 belonging to Open Merit seats.
  • Merit list - 2.2 = Candidates under Rule 4.1 belonging to SC
  • Merit list - 2.3 = Candidates under Rule 4.1 belonging to ST
  • Merit list - 2.4 = Candidates under Rule 4.1 belonging to SEBC
  • Merit list - 2.5 = Candidates under Rule 4.1 belonging to Physically handicapped.
  • Merit list - 3.1 = Candidates under Rule 4.1 belonging to Open Merit seats.
  • Merit list - 3.2 = Candidates under Rule 4.1 belonging to SC
  • Merit list - 3.3 = Candidates under Rule 4.1 belonging to ST
  • Merit list - 3.4 = Candidates under Rule 4.1 belonging to SEBC
  • Merit list - 3.5 = Candidates under Rule 4.1 belonging to Physically handicapped.
  • Merit list - 4.1 = Candidates under Rule 4.1 belonging to Open Merit seats.
  • 7.4
  • These Merit Lists will be placed on the notice board of the University and respective college at Least 5 days prior to the date of beginning of selection.
  • 7.5
  • A candidate having objection to the merit list may submit it in writing to the Head of college Conducting the admission procedure within 72 hours of publication of Merit List. The admission committee will duly consider the objection decide the case, giving reasons. If not satisfied, he may make a written appeal to the Vice-Chancellor, whose decision shall be final.
  • 7.6
  • The sequence of interview for selection and admission will be as per Regulations.
  • 7.7
  • All the candidates admitted to the Post-Graduate Course will have to join within 7days, from the date given for joining Post-Graduate may candidate who fails to join within this time lose his admission.
  • 7.8
  • All P.G. courses are full-time and the candidates shall not indulge in private or employment of Any nature (Part - time or full - time , paid or stipendiary or unpaid) during the course. If the candidate is employed, he shall have to produce proof that he has left service or taken leave for full period of the course before he is given admission order. No concession will be given regarding joining period of 7 days counted from the day selection. ( If the candidate is serving as Resident or Tutor in the in the same speciality under the same teacher under whom he is selected. He may continue the post.)
  • 7.9
  • The selected and admitted candidate will have to join within stipulated time of 7 days. If he Fails to do so as well as if he leaves before completion of the course, he will lose his admission ( And registration ) and will not be eligible to apply in future.
  • 7.10
  • For granting of each term candidate shall have attended minimum 80% of the total number the days in each term.

  • All these admissions except the seats to be filled up by the of DHGS GOI will be decided by the " Admission Committee " constituted as per Rule No. IA on behalf of the Bhavnagar University.
  • 9
  • A candidate admitted to a Post Graduate degree course for any of the subjects, may subsequently be required to work maximum for six months in another allied subject / unit / hospital / superspeciality related the discipline concerned. Provided he/she has kept remaining Period of post graduate training under his/her own P.G. Teacher in the original subject. ( one Month training is compulsory in emergency care / casualty department.
  • 10
  • The University reserves the right to introduce any new Rule or Regulation or make changes in Any existing Rules or Regulations at any time to deal with diverse problems arising out of infinite variety of situations.
  • Regulations under Rule 7.6Sequence of Interview for selections & Admission
  • R.1
  • Before the candidate is offered choice of post, his original documents are compared with the attested copies he had submitted with his application form. If all the originals are not available with him or if there is discrepancy in any of the documents, he becomes ineligible. His interview will not bw held and next candidate will be called.
  • R.2
  • If all attested copies of his documents are found exact copies of originals, he will offered the seats. If he choses the seat he is pay the fees and deposit. After the payment of fees his admission order will be prepared . Inablility to pay requisite fees and deposit will render him ineligible and the next candidate will be called.
  • R.3
  • However, if he brings the fees and deposit when interviews are still going on, he may be allotted new merit number next to the candidate being interviewed (or just concluded). And offered seat available at that time. All future procedures in respect of his candidate will be according to this new position in Merit List.
  • R.4
  • A candidate who corrects the deficiency described in R.1 ( he produce all originals and attested copies submitted by him with the application are found to be exact copies of the originals ) is dealt with similar to the candidate described in R.3.
  • R.5
  • A candidate who is absent when called, but reports late, is also dealt with similar to the candidate described in R.3.
  • R.6
  • Unless the interview of one candidate is over, the next candidate is not called.Interviews is considered over if :
    1. He has chosen the subject / seat, paid fees and deposit and his admission is ready.
    2. He has declined to take any of the Seats offered.
    3. He is ineligible under R.1 or R.2
  • R.7
  • Candidates will be called for interview in following order :
    1. Candidates of merit list 1.2
    2. Candidates of merit list 1.3
    3. Candidates of merit list 1.4
    4. Candidates of merit list 1.5
    5. Candidates of merit list 1.1
    6. Candidates of merit list 2.2
    7. Candidates of merit list 2.3
    8. Candidates of merit list 2.4
    9. Candidates of merit list 2.5
    10. Candidates of merit list 2.1
    11. Candidates of merit list 3.2
    12. Candidates of merit list 3.3.
    13. Candidates of merit list 3.4
    14. Candidates of merit list 3.5
    15. Candidates of merit list 3.1
    16. Candidates of merit list 4.1
  • R.8
  • Admission orders are handed over to the candidates after selection of teachers. These orders are withheld for those who are employed till proof produced to the effect that has left service or taken requisitse leave and have actually handed over charge ( Rule 7.8)
  • R.9
  • Original marksheets etc. of admitted candidates shall be retained by authority.
